Donations are accepted at both UC Berkeley and Purdue to set up a memorial fund for Emil. The donations will be used to set up scholarships or for other purposes later. To donate, please follow the following instructions.
Donate directly to the EECS department using the following URL.

Please make your checks payable to Purdue Foundation. The “memo” part of the check should say “Emil Stefanov Memorial Fund”.

There will be a 1:1 match by the CS Department for the first $10,000 donated towards the Emil Stefanov Memorial Fund at Purdue.
When filing for Indiana taxes, a donation of x dollars made to Purdue entitles the donor to a credit of min(x/2,100) dollars on their Indiana taxes. The exact language is given below, excerpted from http://www.in.gov/dor/4756.htm
"If you made a charitable contribution to an Indiana college or university (tuition is not a charitable contribution), you can subtract one-half of the contribution, or $100 (whichever is less) from the amount of the Indiana adjusted gross income tax that you owe for the year." For a joint return, the maximum credit is $200 (for a gift of $200 or more). See also this.
